Up to S$570 for HDB Home Business Owners
If you run a home-based business from your HDB flat, you may be eligible for significant government rebates in the 2026 financial year. The Ministry of Finance (MOF) and HDB have confirmed the continuation of the U-Save rebates and Service & Conservancy Charges (S&CC) rebates as part of the permanent GST Voucher (GSTV) scheme.
Eligible HDB households can receive up to S$570 in U-Save rebates and up to 3.5 months of S&CC rebates (for 1- & 2-Room flats) in FY2026. What Are U-Save and S&CC Rebates?
The U-Save (Utilities-Save) rebate is a quarterly credit applied directly to your HDB utilities account to offset electricity and water bills. The S&CC rebate offsets your monthly Service & Conservancy Charges, which are payable for all HDB flats.
For home business owners, these rebates are particularly valuable because your home serves as your workplace. Higher utility usage from running a home baking business or home office means every dollar saved on utilities and service charges directly improves your profit margin.
How Much Can You Get in 2026?
The exact rebate amount depends on your HDB flat type. The table below shows the total U-Save rebates for FY2026 (April 2026 to March 2027) and the S&CC rebates by flat type, based on the official MOF announcement.

Am I Eligible as a Home Business Owner?
Eligibility for U-Save and S&CC rebates is based on your household status, not your business registration. According to the Ministry of Finance, you qualify if:
- You live in an HDB flat (yours is the registered address with HDB)
- At least one household member is a Singapore citizen
- You have no more than one property
Note on rental: If your flat is partially rented out or not rented out, there must be at least one Singaporean owner or occupier. If the entire HDB flat is rented out, there must be at least one Singaporean tenant. Households whose members own more than one property are not eligible for U-Save rebates.
Additional note for S&CC rebates: For S&CC rebate eligibility specifically, households are ineligible if the flat owner(s) or essential occupier(s) own or have any interest in a private property — even if they do not own more than one HDB flat. Your ACRA business registration and home-based business status do not affect eligibility. Even if you have registered a sole proprietorship or private limited company using your home address, you still receive the rebates automatically.

No application is required. The rebates are automatic for eligible HDB households.
- U-Save rebates – Credited directly to your utilities account with SP Services every quarter (April, July, October, January). You will see the deduction in your SP Services bill, listed as "GSTV – U-Save".
- S&CC rebates – Automatically deducted from your monthly S&CC bill with your respective Town Council. If you pay via GIRO, you will see a lower or zero charge for the rebate months.
For home business owners who have registered their business with ACRA through a registered filing agent, the rebates apply regardless of your business structure.

The rebates are spread across four quarters. For home business owners with higher utility usage (e.g., home bakers using ovens or home office users running computers and air conditioning), the U-Save rebate helps offset the increased electricity costs of operating a business from home.
How to Maximise These Rebates for Your Home Business
- Keep your HDB address current – Ensure your flat is your official residence. If you moved, update your address with HDB and SP Services.

- Check your SP bill – The U-Save rebate appears as a line item on your utilities bill labeled "GSTV – U-Save". Verify it is reflected each quarter.
- Check your S&CC eligibility online – Residents can check their S&CC rebate eligibility by logging into MyHDB Page via Singpass and following: My Flat > Purchased/Rental Flat > View Service & Conservancy Charges (S&CC) Rebate. Source: MOF
