For home business owners: If you run a business from your HDB flat under the Home-Based Business Scheme or Home Office Scheme, you are still eligible for these rebates as long as your household includes at least one Singapore citizen.

Am I Eligible as a Home Business Owner?

Eligibility for U-Save and S&CC rebates is based on your household status, not your business registration. According to the Ministry of Finance, you qualify if:

  • You live in an HDB flat (yours is the registered address with HDB)
  • At least one household member is a Singapore citizen
  • You have no more than one property (HDB rules)

Note on rental: If your flat is partially rented out or not rented out, there must be at least one Singaporean owner or occupier. Do You Need to Apply?

No application is required. The rebates are automatic for eligible HDB households.

  • U-Save rebates – Credited directly to your utilities account with SP Services every quarter (April, July, October, January). You will see the deduction in your SP Services bill.
  • S&CC rebates – Automatically deducted from your monthly S&CC bill with your respective Town Council. If you pay via GIRO, you will see a lower or zero charge for the rebate months.
